This website presents the findings of the Industrial Pollution: Sources and Impacts GIS/MIS Database study carried out under Bangladesh's Sustainable Environmental Management Programme (SEMP) (http://www.sdnbd.org) Component 1.2: Capacity Building for Environmental Legislation and Policy Analysis. This web site aims to assist policy-makers, the private sector, and civil society to prioritize efforts to improve the management of industrial pollution in Bangladesh. In achieving this objective, existing information was used to build the best possible picture of the location, characteristics, impacts, and relative severity of pollution from the manufacturing sector. No new primary data was collected, and the emphasis of the estimates developed is on the ranking of relative priorities, rather than the precise quantification of pollution loads and impacts.

Programme Management Unit (PMU) / Ministry of Environment and Forest (MoEF) (Component 2.7)

Community Based Environmental Sanitation

Department of Public Health Engineering (DPHE) (Component 3.1)

  • Water Availability and Usage Regime in Rural Bangladesh (pdf)
    Study has been undertaken by under a grant from SEMP (Project BGD/96/007) through Community Based Water Supply and Sanitation Project (CWSSP).

  • Following some specific criteria, the selection of 5 project sites was completed

  • Union WatSan Committees have been reformed and sensitized

  • For social mobilization Ansar-VDP members, Freedom Fighters, Private Sector, School teachers, Youth groups, Health Workers, Union WatSan Committee members and Upazila level Officers were briefed in 41 batches. A total of 1347 participants - 1137 male and 210 female, attended the courses.

  • Baseline survey has been completed

  • NGOs through motivation are forming groups

  • For training package development, MoU between CWSSP and ITN-BUET has been signed. Detailing of the work is in progress.

  • For development of appropriate technology MoU between CWSSP and ITN-BUET has been signed. Detailing of the work is in progress.

  • 3 posters, 2 brochures, 5 stickers, 1 handbill, 1 report and 1 booklet have been developed and reproduced for dissemination.

Waste Concern (Component 3.2)

  • Increased the capacity and collection coverage of the existing Community Based Composting Plant of Waste Concern at Section-2, Mirpur, Dhaka;

  • Replicated similar types of  decentralized composting models of Waste Concern in 3 (three) more municipal areas of the Dhaka City Corporation area;

  • Organized `Green Force’ group with the residents of each target community of  the project area. Green Force shall control, monitor and act as a watchdog for environment and solid waste related activities in the community;

  • Partnership agreements with Public Works Department, Dhaka City Corporation and Shahidullah Hall of Dhaka University have been signed for establishment of composting plants at sites belonging to aforementioned agencies. It may be mentioned here that this is the first Public-Private Partnership in the solid waste management sector of Dhaka.

  • Training programs for local community groups in three of the sites (Mirpur, Baily Road, and Green Road) have been organized as per PIP. Community groups in the aforementioned areas are able to run the program with occasional support from Waste Concern. Training program shall be organized at Dholpur and Dhaka University.

  • Due to demonstration effect of this project the `National Policy for Safe Water Supply and Sanitation 1999’ has declared that local government bodies should promote recycling of organic waste through composting.

  • The project has become a model, and almost all the national dailies, electronic media and national TV and BBC have demonstrated several features on the project highlighting its overall benefit

  • The project has been documented and presented by Ministry of Housing and Public Works of the government at the UN General Assembly Special Session on Human Settlements, June 2001.

  • The project has been also documented by the ASHOKA INNOVATORS OF PUBLIC, USA as best practice.

  • This project has also documented as successful Public-private-community partnership project by the Asian Development Bank.

  • Water Aid and OXFAM-UK are replicating the project in slums of Dhaka City;

  • The model is being replicated by Khulna City Corporation (KCC) of Bangladesh with assistance from Swiss Development Cooperation and Water and Sanitation Program, South Asia;

  • Request received for technical assistance to replicate the project in Chittagong and also  India.

  • Community Based Solid Waste Management: Experience of Waste Concern in Dhaka has been published in the URBAN INNOVATIONS SERIES as successful innovative practices in the field of urban management by Urban Management Program (UMP) of UNDP/UNCHS.

  • Government (Department of Agriculture Extension) has approved six brands of organic enriched manure for Paddy, Wheat, Tea, Tobacco, Vegetable and Pulse;

  • Waste Concern has also prepared and submitted Draft Bio-Medical Waste Handling Rules to DOE.

  • Waste Concern is also preparing National Urban Waste Management Rules. This rules shall be submitted to MoEF by second quarter of 2002.

  • Scientific monitoring and evaluation of the composting units has been conducted by Dept. of Water and Sanitation in Developing Countries (SANDEC),Swiss Federal Institute of Environmental Science and Technology (EAWAG), Switzerland. This evaluation has found  that the composting scheme of Waste Concern under SEMP is an excellent alternative to conventional waste management System of Dhaka. Data on compost production, efficiency of the plants and economic returns from the project  has been done as part of the evaluation jointly by Waste Concern and SANDEC.

  • Experiments on organic farming is being conducted in three location (Dhaka, Munshiganj and Bogra) as per PIP. Moreover, experiments has already been conducted by Soil Science Department of Dhaka University and Bangladesh Agricultural Research Institute (BARI)

  • Waste Concern has signed agreement with Map Agro and Prosika for marketing of compost in rural areas of Bangladesh.  Map Agro as well as Prosika has already started marketing of compost in rural areas of Bangladesh using their country wide distribution network.

PRISM (Component 3.3)

Wastewater treatment System: 

The pilot duckweed based wastewater treatment system constructed and installed in the Khulna Metropolitan area will be organized as a group enterprise owned by the community members. The agreement drawn out between the project beneficiaries, community member (owner) and City Corporation will be for a period of ten years with obligatory terms and condition spelled out. PRISM Bangladesh under their technical assistance will provide continued technical advice and management support to the enterprises for five years duration of the project. During this period the wastewater enterprises are expected to develop a reliable operation and maintenance skill for their enterprises. Resource recovery systems like duckweed fed pisciculture, poultry, livestock raising, biogas etc. are an integral part of the treatment system installed. Hence employment, income generation and considerable food production by the enterprises will ensure their financial viability. Incorporation of this duckweed based wastewater enterprises as an essential service provider to the community in terms of their waste management, sanitation improvement and upgrading of general environment would also contribute towards their sustained operation.

A system operation and maintenance revolving fund for future sustained operation of the enterprise will be created from the system revenue generated during the project period. The operation and management cost recovery and revenue income from reuse of resources generated is clearly indicated in Annexure based on practical experience gained from the operation of similar systems in Bangladesh. It is found that efficient operation of duckweed based wastewater enterprise generates considerable income from sale revenue of its by products. In addition to other socio-economic benefits, average internal rate of return for duckweed wastewater treatment enterprises treating 500 m3-1500 m3 of wastewater per day is found to be in the range of 17-20 respectively.

Solid waste management:

Similar and complementary to the wastewater management system the communities served in the intervention area will be mobilized/organized to develop and introduce a solid waste collection and management network with the partner NGOs. It is estimated that approximately 32400 households of 24 out of 31 wards, and another 6 wards which was operating by Prodipon out of 31 wards  of City Corporation would be directly served by the project. In these target area, community operated and managed, for solid waste collection and recycling business will be setup. Each of these solid waste management units would operate a door-to-door solid waste collection, drainage cleaning and waste recycling activities for their areas. The solid waste management units would be provided with technical assistance, working capital and management support during the project period so that they are able to operate as sustainable businesses in the future. The sanitation workers and sweeper members of the community would be mobilized and trained for this purpose.

Community mobilization:

Mobilization and motivation of the community members and other partner organizations are on going in project area through door to door visit, rally, street drama, group meetings, mass media /electronic media campaign.

Organization Development:

12 Wards formal environment management committee have been formed to ensure the ecofriendly environment in the wards of KCC where we are operating the solid waste management.

Training:

Training module and module of TOT on solid waste management have been developed. Training of Environment management committee members (96 persons) on solid waste management has been completed.

Solid waste management activities:

Solid waste management activities is going on according to the project plan  and after completion of the revised PIP, solid waste management activities and five composting plants  will be operated and installed in 18 selected wards according to the PIP. 300 receptacles i.e. waste bin have been distributed at household level and identification of total household of 18 wards is on going. Experimental small scale solid waste composting plant in ATI  campus has been installed. The partner NGOs are operating the solid waste management very well. The beneficiary community are responding well and the service charge is increasing day by day. The non payers of service charge are also taken initiative to provide the service charge to get a good service. The project peoples are also motivating them for the sustenance of the programme.

Technical assistance:

Technical assistance in operation and maintenance of the wastewater treatment plant and solid waste management is on going in the project area.

Monitoring:

Water quality of the wastewater treatment system is being tested in the field and as well as in the environmental laboratory and the test data is preserved. The test data is sometimes cross checked by testing the same sample of water from Dhaka University and ICDDRB’s laboratory. The data found moral less similar to the Dhaka University laboratory and ICDDRB.

The present designated personnel are monitoring the impact of solid waste management which is found good. But for intensive monitoring, an Environment Monitoring officer is joined for overall monitoring of the project intervention.

  • 2 monthly meeting of the ATI wastewater treatment management committee has been completed instead of three.
  • 12  ATI catchment area community group monthly meeting has been conducted instead of 18.

Awareness programme:

  • Awareness programme solid waste management (SWM) of educational Institutions, Industry, Bazar, Mosque and hospital/Clinic were conduct.

  • Participated in rally of World Environment Day 2002, organized by Directorate of Environment of Khulna.

    Unnayan Samunnay (US) (Component 4.3)

    •  A simple guideline for assessing/monitoring local environment has been prepared
       

    • A flexible format for dialogue has been prepared.
       

    • The simple guideline and flexible format have been printed in booklet form with fund mobilized from outside of the project and the booklet is now being distributed among small NGOs, educational institutions and environmental activists.
       

    • For assessing environment with people’s participation 4 environment assessment workshops and 4 validation workshops were organized upto December, 2001.
       

    • Ten (10) issues of Paribeshpatra and nine (9) issues of Ecofile, environmental quarterly in Bangla and English respectively, have been printed.

    • The Paribeshpatra is being distributed among more than 9 thousand educational institutions, NGOs, CBOs.

    Campaign for Popular Education (CAMPE) (Component 5.1)

    • Need Assessment Survey on Environment Education Completed and a Report prepared.
    • Existing NFE materials reviewed to identify gaps on education. A Report prepared.
    • An environment education curricula (draft) developed
    • A set of environment education materials (21 materials) for basic level developed. (These are under field tasting now).
    • A training manual on "environment awareness" developed (draft).
    • 28 issues of "Ghasful" (a monthly environment education magazine) published and disseminated.
    • A series of dialogue, seminar, workshop, teachers training and community meeting organised for awareness raising on environmental issues.
    • 1 TV. Drama serial, 3 Documentary films, 3 Folk theatre, 2 cinema snippets, 3 TV ad-spots produced and disseminated.

    Department of Environment (DoE)-Dhaka (Component 5.2)

    • a set of environmental curricula to be followed at the primary and secondary levels of the General education, Madrasa education and Technical education in the formal education system.

    • An set of textbooks with updated on environmental curricula will be made available to the students along with teaching aids supplied to the teachers.

    • A group of teachers will be provided with adequate training in environmental curricula, who will multiply their number in the process over time.
