Crisis talks aimed at saving the Kyoto Protocol on climate change have
ended with little progress to report. The informal talks were supposed
to clear the way for a deal on the protocol's working at a conference
in Germany in July. But the chairman, Jan Pronk, the Dutch environment
minister, said there were still big differences unresolved. And the
prospect of agreement next month is far from certain.

The European Union (EU) on Wednesday urged the United States to let
other parties go ahead with the agreed Kyoto Protocol to continue the
fight against global warming. Margot Wallstrom, the EU environment
commissioner, raised the question as to whether the U.S. would let
other parties that have signed the Kyoto Protocol go ahead with
implementing it. "Will the U.S. let other parties go ahead? That
is at least what (U.S.) President (George W.) Bush promised,"
said Wallstrom.

WASHINGTON--Carbon dioxide emissions, a major contributor to global
warming, jumped nearly 3% in the United States last year while
declining in other industrialized nations, according to preliminary
estimates released Friday. The new figures, compiled by the U.S.
Energy Information Administration, show that the United States
released 1,558 million metric tons of carbon dioxide into the
atmosphere in 2000, up 41 million tons from 1999. It was the biggest
U.S. increase in years.

MINISTRY PLUGS GREEN TAX IN FIRST WHITE PAPER
In its inaugural white paper approved Tuesday by the Cabinet, the
Environment Ministry is touting the merits of introducing an
environment tax to help put Japan on a more environmentally
sustainable path and reduce greenhouse gas emissions.
