An international scientific panel sent up another warning flare about
global warming this week, predicting droughts and floods, violent
storms and rising seas as result of an atmosphere made
hotter by the effects of human activity. The substance of this report
isn't a surprise; a draft of its findings was leaked in advance of
last November's meeting at The Hague at which representatives of 170
nations aimed -- and failed -- to agree on at least some of the
mechanics of implementing the 1999 Kyoto protocol. But the unanimous
adoption of the full document, whose conclusions are much stronger
than those reached by the same group of scientists five years ago,
emphasizes both the growing consensus on the seriousness of the
problem and the need for a strong response.
